A little bit of money and some hard work are the only things needed to make a TV show in Ventura County with Community Access Partners (CAPS) Channel 6. $25 buys a year membership to CAPS, including: television production equipment, a studio, video editing suites, and enough training to know how to make a complete television show.
“We try to remove all the obstacles,” says Todd Thayer, the CAPS executive director. “And make high quality video production as easy as possible” CAPS will provide all the equipment needed, a place to do it in, and a station to broadcast from, but the staff at CAPS are not responsible for creating the television shows they broadcast, and are not responsible for the content of those shows.
In fact, CAPS being a public access station is bound, by law, to run shows that are indecent. They are not allowed to censor anything they play on their station in any way. It’s an open forum for any kind of media as long as it doesn’t violate obscenity laws, which means that as long as its not hardcore pornography, they will broadcast it. CAPS however does have V-chip encoding of their shows, so people who would blank out a specific television show rating (like mature for instance) could blank out certain content.
CAPS is temporarily located on the Ventura Campus at 72 Day Road, in the rear of the ICPD (Institute for Community & Professional Development) building. On
Wed. Sept. 21 is the groundbreaking of their brand-new 8900 square foot production facility, located right next to the current CAPS office.
It is planned to be completed in January, with the grand opening scheduled for some time in February or March. CAPS is open to all residents of Ventura County, and though it’s located on the Ventura College campus, it is not a college institution.
